Overview

The Municipal Manager is the administrative head of the municipality and serves as the link between the elected council and the municipal administration. Appointed in terms of Section 82 of the Local Government: Municipal Structures Act, the Municipal Manager is responsible for ensuring the effective, efficient, and economical performance of the municipality’s operations.

As the Accounting Officer, the Municipal Manager plays a central role in guiding the institution’s strategy, overseeing service delivery, and ensuring compliance with all relevant legislation, including the Municipal Finance Management Act (MFMA) and the Municipal Systems Act.

Key Responsibilities

  • Lead the overall administration and provide strategic direction in alignment with Council’s priorities.
  • Oversee the implementation of the Integrated Development Plan (IDP) and ensure alignment with national and provincial development strategies.
  • Ensure the development, monitoring, and evaluation of the Service Delivery and Budget Implementation Plan (SDBIP).
  • Promote sound financial management and accountability across departments.
  • Facilitate intergovernmental relations, stakeholder engagement, and public participation processes.
  • Manage municipal staff in accordance with the Municipal Staff Regulations, collective agreements, and applicable labour laws.
  • Ensure compliance with statutory reporting obligations and performance audits.
